Note: Where an activity does not comply with a Permitted Activity Rule it shall be considered a Restricted Discretionary Activity, unless stated otherwise.
Note: Disturbance of archaeological site not listed in the Plan require an authority from the New Zealand Historic Places Trust under the Historic Places Act 1993.
7B.3.1 Minor Maintenance to an Item on the Register of Built Heritage
Minor maintenance shall be limited to:
- Works for the purpose of weatherproofing or to prevent deterioration of building fabric using the same materials or materials of a similar texture, form, profile and strength;
- Plumbing and electrical work.
7B.3.2 Minor Repairs to an Item on the Register of Built Heritage
Minor repairs shall be limited to:
- Mending, patching, piecing in, splicing or consolidating building elements using the same materials or materials of a similar texture, form, profile and strength;
- Plumbing and electrical work.
7B.3.3 Fixtures and Fittings
For any of items 31, 32, 33 or 34 listed in Appendix 7A - Register of Built Heritage, installation or removal of floor coverings, curtains, artwork, computer cabling, office partitions, signage, and/or work required to mitigate occupational safety and health hazards:
- The work(s) shall not cause damage to the whole or any specified part of the building interior that has been listed in Appendix 7A: Register of Built Heritage;
- The work(s) required to mitigate occupational safety and health hazards, shall be limited to hazards identified through an adopted workplace Health and Safety Management System under the Health and Safety Employment Act 1992 within the building interior.
7B.3.4 Alterations for Earthquake Strengthening and other Public Safety Work affecting Registered Built Heritage Buildings
Alterations shall:
- For earthquake strengthening, be limited to the alteration of any façade, any exterior wall, any roof, and any internal load bearing walls that provide structural support and strength to the building;
- Be for the specific purpose of strengthening the building to meet national earthquake standards or a higher standard, or be for the specific purpose of giving effect to a notice issued in respect of a dangerous or insanitary building under the Building Act 2004, and be in accordance with the specific requirements of the notice;
- Be in accordance with the design specifications provided by a registered structural engineer, that as far as is practicable, seek to conserve the integrity of the heritage values of the building, after receiving advice from a person qualified and experienced in heritage conservation on how to conserve the heritage values of the building.
Note: Internal and/or external alterations to an item listed as Category A or B in Appendix 7A: Register of Built Heritage for the specific purpose of earthquake strengthening of the building or making a dangerous or insanitary building and its site safe, that do not comply with Rule 7B.3.4 - Alterations for Earthquake Strengthening and other Public Safety Work affecting Registered Built Heritage Buildings, shall be considered as discretionary activities.
7B.3.5 Alterations and additions to items 31, 32, 33 and 34 on the Register of Built Heritage in Appendix 7A: Register of Built Heritage
For any of items 31, 32, 33 and 34 listed in Appendix 7A: Register of Built Heritage, alterations and/or additions shall not cause damage to the whole or any part of the building specified in Appendix 7A: Register of Built Heritage.
7B.3.6 Rules in Other Sections of the Plan
Activities within a site containing an item on Appendix 7A: Register of Built Heritage shall also comply with the following sections of the Plan:
- The provisions of the underlying zone;
- The provisions of Chapter 4 - General Rules;
- The provisions of Chapter 5 - Natural Environment;
- The provisions of Chapter 6 - Natural Features and Landscapes ;
- The provision of Chapter 8 - Natural Hazards;
- The provisions of Chapter 9 - Hazardous Substances and Contaminated Land;
- The provisions of Chapter 12 - Subdivision, Services and Infrastructure;
- The provisions of any Plan Area.
